Create a new PCB Project.

You can specify the name of the PCB project using a single JSON object passed as the body of
the request. The new project starts with one empty version (version 1). Responds with the ID
and URI of the new PCB upon successful creation.

To set the project's short description, update the project with
PUT /api/v2/pcb/{pcb_id} after it is created.
