Get an approved vendor list (AVL) with every part on it quoted at quantity: availability,
pricing, and labor. primary_part_ipn, and the part marked primary, is the part MacroFab
would purchase for this AVL, chosen by the AVL's precedence_preference and the parts'
availability. This is how parts are selected for a BOM line when a PCB is quoted.
